any material degree by an increase in scour due to the reclamation, as has been suggested in the papers.

6. We understand that the strongest winds are from the N.E. and that typhoons usually commence from that quarter. The effect of the reclamation, especially if faced with vertical wall, would be to direct any sea coming from an easterly direction into Hung Hom Bay to the detriment of any quays to be constructed in that locality, whereas at present there exists a good natural spending beach between North Point and quarry Bay.
7. Unfortunately, owing to the survey information with results of borings and current observation which was arranged for by Sir Maurice Fitzmaurice in 1920 not having arrived, we are not yet in a position to put forward our recommendations with regard to the development of Hung Hom
Bay. We are, however, satisfied from such study of the question as we have been able to give it with the information available, that the proper place for the construction
of the quays and the harbour development generally is in
that Bay, where the site is far better adapted for the purrose than the areas now in question, especially in regard to dealing with lighter and junk traffic, and which
would moreover be in direct communication with the main
railway system as this becomes opened up.
&. Moreover apart from ita unfavourable position for
quays, the possibilities of extension at the proposed site
are much curtailed, and it would in our opinion be very
inadvisable to divide forces and funds in attempting to con-
struct a limited length of deep water quay in this position
rather than concentrate upon Hung Hom Bay, where the
